Rock The Vote, "RTV" for server configs.

Requesting someone create a script to allow users to Rock The Vote "RTV" server configs. example: a user types "!rtvcon" in chat and it brings up a menu of ".cfgs" available that all players can vote on, at the end of the vote the server will run the ".cfg" with the most votes. This could be used for matches or for game modes.
