No, I prevent any damage from that bullet. To make it as smooth as possible, I made it so hitmarker and hitsound don't work for that bullet, too.
It's an item for level 7 mobs, but I guess I will make it available for players on higher levels.
Also, while ArcRPG plugin and map development tools are free and open-source, I don't think it's a good idea to distribute the map or NPC/quests/items data files. So that everybody will have to work a bit and make something unique if they want to go with ArcRPG. Also simply because I'm not a professional storyteller, and I'm sure people can come up with better quests.

You are right, it should be unique for each server/community, but you should still leave an example to learn about, since its always much easier to see how to start with or how it works.

Yep, they kinda are. Crossfire of fireballs doesn't leave no chance.
